Rhomann Dey is a minor character in Marvel's Guardians of the Galaxy. Prior to the destruction of Xandar that marked the beginning of the Galactic War, he was the Prime Commandant of the Nova Corps.
Background[]
Rhomann Dey quickly rose through the ranks of the Nova Corps and graduated top of his class at the Nova Academy, which attracted the Worldmind's attention. The Worldmind promoted Dey to Prime Commandant and became responsible for the day-to-day operations of the Nova Corps as well as Nova Prime.
By the time of the Galactic War, Dey commanded the StarCorps to defend Xandar from the Chitauri, which allowed the planet to be evacuated. However, Richard Rider's squadron was the only one to survive the attack and Dey was reported missing-in-action.
Rhomann Dey was posthumously commended with the Galactic Medal of Valor and the Galactic War Commendation. A memorial was erected on New Xandar to commemorate his death alongside those who died in the war.

Rhomann Dey's file can be found alongside other Nova Corps personnel files during Chapter 7: Canine Confusion while checking the Nexus control terminal of the Hala's Hope. He is also the author of the archive titled Off The Grid, which can be found in Chapter 3: The Cost of Freedom.

BACKGROUND: Rhomann Dey graduated top of his class from the Nova Academy. He quickly rose in rank, attracting the attention of the Worldmind. As Prime Commandant, Dey oversaw the day-to-day operations of the Nova Corps space militia and exploration divisions, respectively. This included overseeing Nova Prime.
During the Galactic War, Dey called upon the Xandarian StarCorps fleet to create a blockade against invading Chitauri forces. This blockade was instrumental to the evacuation of Xandar. Only one squadron would survive this encounter.
NOTES: Dey is reported missing-in-action (MIA) and presumed dead. A memorial has been erected on New Xandar, commemorating those who sacrificed their lives for the greater good of the galaxy.
