NOTES: Christopher Powell, AKA "Darkhawk," is a enhanced Human and member of the Shi'ar Empire's banished "Fraternity of Raptors."
Similar in design to the Nova Force, Powell gains his enhanced abilities from the sentient "Raptor Armor" and "Datasong" contained within a Shi'ar amulet.
Due to the corruptive nature of the information stream known as Datasong, the Worldmind recommends confiscation and destruction of all items containing this technology.
Once separated from the Datasong and Raptor Armor, the Worldmind feels Powell can be rehabilitated with a failure margin of 22.61%.
ADDENDUM: It appears the Fraternity of Raptors are responsible for several assassinations in the Shi'ar Empire. Further monitoring will be required.
